Can you confirm again if you want a Buy X get Y, or a Amount off order discount?
For an amount off order discount, you won’t need another 3rd party app. Use Shopify Discount. See my below screenshot as a reference:
Here’s the detailed setup.
When customers checkout, depending on how much they purchase, they will get the highest discount level available. The discount is also applied to all products.
And if you’re looking for creating other types of promotions such as Buy X get Y discounted, product bundle, free gifts, quantity breaks etc

Please add three “discount rules” with minimum order amount and discounts of 100-10%, 150-15%, 250-20% respectively
100~150,10%
150~250:15%
=250,20%

@Hundley , you can set up tiered discounts just with the native options by creating 3 different automatic discounts (with 3 different minimum purchase requirements). However, I recommend you try an app like ours, Discount Bot, to make this process much easier to manage.
For example, you can create one discount the 3 tiers like this:
The other reason to go with with an app is so you get expanded discounting options like choosing whether discounts apply to full priced items only, specific customer “tags”, excluding certain products, etc.:
