Most effective ways to optimize and advertise in Q4 for non-seasonal related products? For context, our gifts are for the wedding industry and CPC and costs in Q4 are obviously inflated due to unrelated holiday competition.

The most effective way depends, because every account based on your product, business etc can behave differently.
