What type of app are you creating? And what token are you looking for? To get an API access token you will need to create an app.
If you are creating a custom app from the Shopify Admin, you can review this documentation.
If you are creating a public app your apps access token will be in the partner dashboard under Apps. And each Shop’s access token will be stored in the Apps database if you are using the Shopify CLI app template.
