チェックアウトページでは「登録済みの住所」と「新しい住所を登録する」が選択できるかと思いますが、

ここで表示されるものを「登録済みの住所」のみとしたいです。（住所は必ずある想定）

Shopify Plusを使用しない場合、設定やアプリで対応する方法はありますでしょうか？

はい、残念ですが、こちらはShopify Plusでしか対応が難しいです。
