I would like to subscribe to Shopify with this offer (Omar Jahama from Ecommerce HUB invites you to start your 14-day free trial + pay only $1 for your first month) and transfer my store from Shopify Partner(development) to a monthly plan as I mentioned. How can I do that procedure?

I’m not aware of any $1 plan being offered at the moment. Because your store is a development store, and was not signed up under a free trial, there is the possibility it would not qualify for this individual’s offer. In any case, you would need to reach out to them directly.
Additionally, if this individual requires you to pay them directly, and not Shopify, there is a chance this is not a legitimate practice and you put your account at risk. Please be wary. If it sounds too good to be true it probably is.
Do you only have the one development store? What is holding you back from launching?
