Trouble adding footer menu to my Shopify store

I’m having trouble creating a footer menu on my Shopify store. I followed the step by step guide from your Help Center, but I can’t find the Navigation option in my admin dashboard.Instead, I went to Content > Menus, where I found a menu called “Footer menu”. I added a link to my store policies there. However, when I go to the footer section of my store to add the menu, there is no “Add menu” button or any option to link it.

Could you please help me figure out how to connect the footer menu to my online store?
