I tried to upgrade to Basic Plan, when I tried to pay, it keeps showing “Billing information failed to save”. Tried to change to another payment method, still cannot work.

Could you confirm where in the world you are based and what billing method you’re trying to add here?
If you’re trying to add a credit or debit card, check with your card provider to confirm that you have enabled international payments as well as recurring, subscription-type payments.
I’d also advise clearing the cache on your current browser and ensuring it’s updated and supported for use with Shopify.
If you’re still having issues with adding your payment method I’d advise you to contact the provider of this method to see if they have any information to share on any failed payment attempts.
