Unable to add 'Users and permissions' for Settings > Markets

Our dev needed access to Markets in Settings but even if i toggle on

  • Manage Settings

  • Manage Locations

I am unable to give him access to it.

Seems odd, I wonder what Shopify’s rationale if for restricting it?
