Is anyone facing this issue, for the last couple of days now?
Newer accounts can create an app. For instance, an account created on Friday, August 22nd, can create an app.
August 23rd and onwards, it doesn’t work for new accounts.

It seems like many others have been facing the same issue lately. I’m also seeing the button greyed out 
Unfortunately, there’s no solution yet.
