Would anybody know why our Team isn’t able to issue refunds for orders paid using Pay Pal Express Checkout? We get a message saying Account is restricted.

That message indicates that PayPal has placed a limitation on your account, and there could be several reasons why they might do so. As the restriction has been placed by PayPal however, they are the ones that are able to further help with the situation.
