Unable to purchase shopify plan after transfer of ownership

Hi,

So i’ve created a store for my client and i transferred the ownership to my client. but now when my client is trying to purchase shopify basic plan, they are getting error.

could the staff count be the reason of this. like in shopify basic only 2 staff is allowed to access the store. but right now there are 4 staff member is connected ?

if this is the reason , now i’m not able to the remove the staff member because my store is in inactive stage.

please help me this issue
