Unexpected Transaction/Tax Fees on Development Store (Plan: Partner Developer)

Hello Shopify Community, I am seeking assistance regarding an unexpected bill on my development store: test-paypal008.myshopify.com.

  • Billing Date: 18 Dec 2025

  • Total Charge: $5.18 USD

  • The Issue: Transaction fees/Tax charges were generated despite being on a free Partner Developer plan.

  • Trigger: It appears POS test orders triggered tax calculations for the US region.

Since this is strictly a testing environment, I am looking to have these fees reviewed and potentially waived. I have already discussed this with Ron from Support, who has documented the internal logs.

Development stores on a Partner Developer plan do not incur transaction fees or subscription charges.

This charge is likely related to an app subscription. You can review your app subscriptions under Settings > Billing in your Shopify admin.

Shopify support confirmed that “Even on a Developer plan, these fees apply once a store’s global sales cross the $100,000 USD threshold within a calendar year. This fee covers the cost of our automated tax calculation service and is separate from your subscription.”
