My product is unique - artwork. So it has no GTIN. Will I be penalized for this?

Not having any barcodes is absolutely fine. Google only requires you to add a barcode if the manufacturer, has assigned one. As you create your products, ie the manufacturer, you can choose not to create barcodes.
You only get penalized if the manufacturer has added a barcode, but you don’t add it in your product feed.
So it is safe not to use barcodes.
