As an aside: I programmed a kind of upsell option for a store, but it’s not really what you’re asking for. For my client, they simply wanted the customer to become aware that if they bought more, they’d save (a discount was offered for multiple products in a single purchase). Sometimes, a custom solution isn’t a bank breaking investment. You can always ask, many people are happy to give you ballpark costs, and you aren’t under any pressure to agree - well shouldn’t be.
I spent a bit more time looking into this and haven’t found an existing app that appears to support a true product replacement workflow in the cart.

This sounds more like a “swap/upgrade upsell” than a regular cart upsell.
One thing I’d check before choosing an app is whether you already know the goal of this offer. Are you trying to increase AOV, move customers to a better-margin product, improve conversion, or reduce decision friction?
Also, I’d make sure you can actually track whether the swap is working: acceptance rate, AOV lift, conversion impact, and maybe even A/B test different versions of the offer. Sometimes replacing Product X with Product Y sounds good in theory, but without testing, it’s hard to know if it’s helping or hurting checkout.
If no app supports the exact replacement flow, this might need custom cart logic.
