Want to do a flash sale with pre orders, but on the fence because the pic quality is not there so I may have to wait and get them in house and do the pics my self. To load pics to Shopify standards is difficult with their pics!
The question I have, is what other apps allow for pre pay partial pay and give the merchants the funds although it not fully paid!

I’d recommend looking into the app called Split - Partial Payments for the ability to take in partial payments on orders. They offer a free plan for up to 50 orders for the first 90 days to try the app out.
