What if customer decline to pay the custom duty. In this scenario, can the customer cancel the order and get refund automatically from paypal? What about the product which is stuck at customs in destination country? Can anybody guide how to handle this kind of situation?

You could then contact the customer to discuss refund options or if they want the order to be shipped again.
