2 that I’ve used that I had a good experience with are ShipBob and Amazon MCF.
When we used Amazon, we had inventory in Amazon US, UK, Germany, Canada, and routed orders accordingly to those warehouses. Basically just used our Amazon FBA inventory to fulfill our Shopify orders for those countries.
When we used ShipBob, we sent inventory to their US warehouse and they routed to wherever in the world. They have centers in Europe as well, but we didn’t store inventory there so can’t comment directly on that.
