I use Venia-home-3 theme, as I see from attached PPT , when I design it looks as I expected , but when I open browser and try (I tried with different browsers , same results) to click menu , there are no login section or any button, only the menu names and a simple close button X,

You can use mobile menu code in desktop mode also it will be work same as working in mobile. i tried look in below image

I check your theme supports 2 separate menu layout
desktop for screens of 1200px and above
mobile for screens 1199px and below
This is the layout of the theme, not suitable for changing
if you want to change you should look for a dev to customize
