but the calculation is wrong. It does not calculate tax and why is the numbers whole number? It should be 3.99 shipping so 11.99

Do you have Shopify Tax enabled? If so, did you set up a region in which you want to collect tax? Navigate to Settings → Taxes and Duties. It’ll look like this:
If you click into United States (which I am guessing is where you need tax collected based on the use of USD), you should be able to add regions you want to collect (states). Here’s an article I wrote about setting up taxes in Shopify.
Now, as far as where you want to add, that all depends on your business. If you have a physical presence in a state, you have nexus and it’s your obligation to register with the state as a business and then begin collecting taxes. So make sure you have your sales tax license and then add it as a region where you’d like to collect taxes. As you grow your business, you’ll also have to monitor economic nexus thresholds. Essentially, if you sell more than a certain amount of dollars or individual transactions in a state, you will then have an obligation to register in and collect in those states as well. Shopify does help you monitor this - see the screenshot above and in your admin panel click “Sales tax liability insights”. Shopify will notify you in the in-app notifications if you are close to crossing one of those thresholds.
The main thing to know is that once you have your taxes set up properly, your store will only collect if you ship to a state in which you have tax collection turned on. So if the shipping address for your customer is in a state where you don’t have nexus and don’t have Shopify Tax turned on, you will not collect tax.
