When trying to fulfill "Unfullfilled" orders API returns error "Line items are already fulfilled"

When order fulfilled status is being updated using the /fulfillments.json API it returns “Line items are already fulfilled”. Order status is still unfulfilled.

I would really appreciate any help or advice.
