Thanks for getting in touch. I found this page on Skrill’s site which shares their requirements for a business account. It states: You need to be registered as a business entity or a sole proprietor and provide the relevant certificate of incorporation or similar document.

You’ll need to provide Skrill with the registration number and documentation for your business, which you would have received from your country’s business/tax office.
