I am looking for a review ap that pulls off the same reviews and ratings on google. Is there an app that does that?

You can try Google Reviews app. It also has many styles: Carousel with Rating List, Compact and Small Badges, Compact Slider.

From what I have found, the actual reviews belong to the site, and can only be transferred if the site owner agrees.
