Which app is best for creating custom sticky headers?

Hello,

I want to create a custom sticky header for the desktop version (see my link of how it should look) and another custom header for the mobile version. Which app do you recommend? https://bleame.com/

In my opinion, you should not use an app to do this, sticky header should be possible to enable in a lot of themes. Which theme do you use?

Thanks for your reply! I have the Kalles theme, and the sticky header is no problem but I would like to customize it as in my images. What do you think is the best option?
