Thanks for reaching out. As your account with PayPal is new, I’d recommend getting in touch with them and confirming that everything is set up and ready to go on their end. Once you have spoken with them and they have confirmed that your account should be ready to accept payments, please let me know if you are still receiving this error on your Shopify store.
