Why am I seeing recurring charges despite not reaching the Shopify threshold?

Just though of asking here some clarification on this Shopify threshold bs fees I guess.

Back in January we were on the basic plan which has a threshold bill of $200 as this was always reached and above we kept getting $200 charges every single week - making the Shopify plan extremely experience at $800 p/m.

So, I thought of changing this to the advanced Shopify plan which has a threshold bill of $1250 or so. This would have saved us quite lot of money on the long term as the advance plan was $400.

Anyway, we haven’t reached the Shopify threshold but keep getting recurring charges by Shopify every week at $200 and $500 at a time?

Shopify has two types of fees: subscription fees for the plan you are on, and transaction fees that apply when you use Shopify Payments or another payment provider. The transaction fees are a percentage of the sale and are charged in addition to your plan subscription.

Tha charges are based on sales. Right? Why am I being charges when when there is no payment and even when my website is still under construction?
