I have had this error happen in the past, and what I did was manually log into my Shopify Plus account, and also update Shopify CLI and gems. I did that this time and I still get this error. I tried the Shopify CLI GitHub bug forum and have not seen a reply yet.
The solution was to reformat my PC.
