In my discounts, I have discount codes, a percentage off the order, such as WHOLESALER tagged to specific set of customers, customer_tags CONTAINS ‘WHOLESALER’. So Customer Eligibility is set to specific customers. Yet at checkout, all customers can use WHOLESALER discount code.
Even if no one is logged in (so checking out as a guest), the WHOLESALER discount code can still be applied at checkout, which is the wrong behavior.

Plus you can try using a discount app for the same. I have been using the Discount Depot app for one of my client in the past. It allow us to have discounted price only to a specifed group of customer, as in your case you can apply discount only to the customers having the ‘WHOLESALER’ tag and none of the other customer will be eligible for the discount.
You can set the disount on an individual product/ collection based on your customer tag .

We are still having this same issue too. All discount codes work for all customers (and guests) even if they are supposed to be tied to a certain customer segment or specific individual customer. Hoping Shopify has a fix for this soon.

I had the same issue too, until I realized that if you try to insert an email that is not part of customer eligibility, the discount will be deactivated.
So if you try to apply a limited discount code with a guest user, it will work until an email is provided, so it’s impossible to proceed with the purchase using the code in those cases.
