Catalog is a collection. It does have some conditions. Please check your Collection condition.

In your Admin Page, click Products then Collections. Find your Catalog collection.

Make sure all your products meet the condition mentioned in your Catalog.
See my sample conditions here. To call all products, I simply call all products that have a price more than $1

As covered well by @made4Uo , this is likely an issue with the “Catalog” collection you have linked and which conditions are set for it. If you’re wanting your catalog to include all items on your store, you’ll want to create an automated collection and set a condition that applies to all products on your store, such as having a minumum price of $0/1 or more:
Once you’ve created this collection, all existing products should be automatically added. Any new products added to the store will also be automatically added to this collection.
As you’re looking to send out a newsletter, I’d also recommend checking out Shopify Email for email marketing purposes. You can use Shopify Email to send up to 10,000 free emails per month.
