Why are there no Orders in my Development Store that was created with Test Data?

I have a Shopify Partner account, which came with a Quick Start store that includes Test Data, and that Test Data includes Orders in addition to Customers, Products, and some additional Objects.

When I create new Development Stores within my Shopify Partner account and configure them to include Test Data, I see Customers, Products, and some additional Objects, but there are no Orders.

Is that omission intentional, or might it be related to a bug in the system? Is it possible to create Development Stores that include Orders, or will I have to create test Orders for all Development Stores except for the Quick Start store?

It turns out that the test Orders are created as Draft Orders and must be marked as “Paid” in order to appear as Completed Orders.
