Why aren't holiday shipping surcharges being added to customer orders?

We use shipping through Shopify (USPS) and the holiday surcharges are not being added to customers when they order. When they place the order, they pay for shipping then we print the shipping label and it is a different amount. We want to make sure the shipping charge is the same but there is a mismatch so many orders aren’t being charged their full shipping rate. Help?

Make those surcharges into the product cost so you only charge the normal shipping cost, it might be easier.

We were really hoping not to increase our prices. We actually decided to pay for the costs ourselves as a gift to our customers.
