Why aren't my enabled order cart notes showing up?

Hi there,
I am looking to add a special instructions box on my checkout page.
I have read the tutorials -
I have enabled the checkbox on the theme settings which says “Enable Cart Note”
however, on my checkout page there is no box for special notes showing.
Kindly asisst

Are you able to edit checkout.liquid ?

I dont have a checkout.liquid file but I do have the following:
theme.liquid
cart-drawer.liquid

and cart.js

What should I add?
