Why aren't new items displaying in my Dawn theme footer menu?

When I add items to the footer menu in the Dawn theme, they are not reflected on the Website. Is there a limit to the amount of items? I have policies and an email sign up etc showing, but if I add more to the menu in Navigation - they do not show on the footer.
