Why can I only add a customer tag, not an order tag, upon order creation?

Why i can just add a “customer tag” and not an “order tag” when an order is created?

You can add an order tag using Shopify flow. Please refer to the below-mentioned screenshot, I was able to configure the action to add an order tag.
