I just tried to add the lamp product to the cart and it’s being added to the cart. I haven’t found any issue with your cart process. Below is the screenshot I have taken after adding the product to the cart.
In your case, maybe your product is out of stock.

The zebra product is able to be added to the cart and go to checkout; with chrome browser latest version.
If your using an app and customer accounts make sure there’s no limit 1 per customer feature that is enabled.
After that check you inventory settings and either increase the stock or set it to allow continue selling when out of stock if your business supports that selling process.
Yes, I’m able to add this product to the cart. I have tried on Chrome as well as on the Edge.
