I have a trouble buying shipping labels from the shopify shipping.
It says
"There was a problem buying shipping labels
Review order details and try again." and “A system error has occurred and is being investigated.”
I have had this issue since the beginning of this year and been using other shipping platform.
Can you let me know how I can solve this?

Yes, I used to be able to buy shipping labels months ago.
