Why can't I change the shipping rates for my products?

I do this and it still doesn’t change the product. I have spent hours repeating and trying on different devices. It simply doesn’t work.

I have all items checked “requires shipping”

Then I go into the individual product to check “this is a physical product”

Some have the option and some do not. When I check the ones with the option and give them a shipping profile it doesn’t change on my site.

Then there are others who still don’t allow me to check " this is a physical product" Option is not there. So I go back and start over again and nothing is saved.

Literally I am chasing my tail with no results. There must be an easier way! What am I doing wrong???
