Thank you for including the detail about the browser. Google Chrome is one of the supported browsers, though I’d like to rule out any potential issues with browser extensions as well. Have you tried an Incognito window? It may also be worth trying from a different device and/or network if you can. For example, test creating a draft order using the Shopify app and/or your mobile data network rather than WiFi.

Were you using a different network on your Android device than on the desktops at the warehouse? I wonder if there may have been a connectivity issue with the internet service provider for WiFi verses with using mobile data. I haven’t been able to replicate the issue on my test store. I can view individual draft orders as well as create new ones.

Why this happens, I do not know. But, when I reduced the zoom on my Google Chrome browser to 100% instead of 125%, I was able to create an order in Shopify admin for POS. So, the window browsing size will definitely affect certain functions within Shopify.
