Why can't I upload a 6.4MB photo despite clearing cache?

I keep receiving the error that my photo is larger than 20MB(it’s 6.4mb), I have cleared my cache, gone into incognito mode, and tried adding the image via the files section of settings. Nothing. I have an email blast to send out and I need to be able to add an image. Please help. Thanks you.

Now as I try to add screenshots of issue here it says the file type not supported, I am trying to upload a jpg.

My default browser is Chrome, but I have tried across several browsers to no avail.

What is the size of your image according to width? it should be less then 2000px.
