Why can't my customer pay with Paypal?

Hello Team,
Hope you are doing well! I have received a message from our customer that he is not able to purchase because it won’t let him pay using Paypal?

I want to know what’s the issue and why it is doing so? Please guide us about this or resolve this issue ASAP.
