Why can't my store ship to a correctly entered address?

Hi, I am just trying to set up my store? The following error comes up whenever anyone enters their address? Are my settings off? : “This order can’t be shipped to the address you entered. Review your address to ensure that all fields have been entered correctly and try again.” However, the address is correct?

Make sure that the shipping zones you have set up in your store cover the geographic areas where your customers are located. If a customer enters an address that is not covered by your shipping zones, they will receive an error message.
