Why does the free shipping discount apply to all delivery methods?

You can set free shipping based on each carrier’s services with PH MultiCarrier Shipping Label. For your scenario you have to set three shipping conditions:

  1. Ground shipping> Free shipping

  2. 2nd Day> flat rates/ carrier calculated rates

  3. Next Day> flat rates/ carrier calculated rates
