Why is my account unavailable after changing payment method?

I tried to change my payment method and my account is now unavailable and I don’t know why? I already had this problem before and I contacted you and you told me that this problem would never happen to me again ?!! so can you please see what’s the problem and reopen it to me as fast as possible ? cuz I already launched a Facebook campaign
