Try in a new browser, or clear your cookies and cache.
If that doesn’t work, share your website url so others can test and confirm the issue / try to find a solution.
I don’t think there’s anything you can do in your store about this, my guess is that it’s a local issue to your browser.

@smail2022 it didn’t work for me either, that means there is a settings problem in your store.
I’m guessing you don’t have any shipping rates set up, so there are no options to ship to.
Try setting up a shipping rate, that should enable the countries within that shipping region you create to be selectable: https://help.shopify.com/en/manual/shipping
Thanks so much for sharing! As others have said, it sounds like you might not have set up shipping rates for shipping globally. Can you check your settings as per this document here?
