Why is my Dawn theme header blurry despite size adjustments?

I have uploaded a jpeg to the header banner and it doesn’t matter how big or small (size and resolution) it is, it’s still showing as blurry.

I changed the code to allow the heading to show as bigger, because it seemed too small, and it doesn’t look crisp now.

Can anyone help please?
