Why is my EU customer getting a shipping error at checkout?

Hello,

I have my shipping markets set up for Uk, Ireland, EU & Internationally. New business and only sold in UK and Ireland. Customer wishes to purchase from Netherlands but upon checkout is having this message..

Shipping not available

Your order cannot be shipped to the selected address. Review your address to ensure it’s correct and try again, or select a different address.

I have checked my markets and they are active, I have shipping rates in place.. I’m a little stumped as I can see this is an issue across all EU markets.
