Why is my footer image not staying fixed when scrolling?

I want to make the image for my footer background stay in place but when you scroll it moves like a paralax.

This is the css I made for it, is there any reason the background-attachment: fixed; is not working.

you can replace background-attachment:fixed by background-attachment:scroll
