Hey so I have a notification popup which is not displaying now at anywhere on the website.
I got this option from Notifications > E-mail marketing > Customer marketing notifications
I wanna display this popup.

The screenshot to which you are referring is not for a site popup that works as an email template and sends over triggers or some of the events.
To make the popup work on-site, please follow the below steps.
- From your Shopify admin, go to Online Store → Themes.
- Find the theme you want to edit, and then click Customize.
- Click Theme settings → Newsletter Popup.

This is an email. We can’t show it as a popup.
You can step by step below to check
- Go to Setting → Notifications
- Scroll to Marketing section
- Check Email subscription
- Register as a customer
- After check email that you have just register after that you will see this email
