What payment gateway do you have enabled on your store? What exactly does the error message state when the payment is declined?
I have Shopify payments enabled. It start to take payments now but all
transactions are saying pending without listing payout date and I have my
bank account as payout account. Should I accept payment to Shopify balance
and then transfer to bank for faster payouts?.

Have you been asked to provide documentation for Shopify Payments and if so, have you provided this documentation yet? If not, it’s possible that your payouts are temporarily on hold while this information is reviewed.
