A Shopify staff member confirmed an issue that blocked web traffic to Shopify servers (affecting admin access and some support) and stated it was resolved. They recommended monitoring the Shopify Store Status page for updates.
Subsequently, another merchant experienced the same error while status pages showed no outage. Support requested context and troubleshooting steps: note recent changes, test in an incognito window, clear cookies/cache, try another browser, and share the store URL. That merchant resolved the issue after working with developer support.
Most recent update: a new user cannot complete payment for their website due to the same error and shared a screenshot (image is central to their report). No resolution is posted yet.

As @Ecommpremium and @MarinaPetrovic have mentioned, Shopify experienced an issue preventing web traffic to our servers. This affected accessing admins and some areas of contacting support. Our developers have since resolved the issue and you should be able to regain access to your Shopify admin.
