Why is my Twitter custom audience always too small?

Hi Everyone,

I’m having an issue with my Twitter ads. I’m trying to create a custom audience to retarget with, but every time I try create it (regardless of audience criteria) it fails as ‘too small’.

I find this confusing as I get thousands of impressions and website clickthroughs with my campaigns, and a custom audience should only need 100 unique Twitter IDs.

Can someone with some experience in this area shed some light? :slightly_smiling_face:
